This is a combined synopsis and solicitation for a commercial item: Electronic Fingerprint Capturing and Transmitting Data.  The Department of Treasury, Internal Revenue Service intends to solicit and award a Contract to one FBI Approved Channeler.  This constitutes the only notice and quotes are being requested in direct response to this notice.  A written request for the Solicitation will not be issued for this requirement.  Please refer to the attached combined synopsis and solicitation documents for Performance Work Statement and Instructions to Offerors.  Quotes may be sent directly to Robert L. The objective of this Requirement  is to replace the current

manual fingerprint capture process for e-File applicants, Certified Acceptance Agent

(CAA) applicants, and Certification Program for Professional Employer Organizations

(CPEO) applicants with an electronic fingerprint capture workflow.

IRS will partner with a Vendor who is one of the FBI Approved Channelers to capture

fingerprints at Vendor locations/Vendor designated locations and leverage Vendor

systems for fingerprint processing.

The Vendor will manage electronic fingerprint capture, transmits data to the FBI, and

send background check results and Record of Arrest and Prosecutions (RAP) sheet

data to IRS and store the continuously updated data in Vendor managed secure

database.
