CITY OF HERMISTONTAXILANE IMPROVEMENTS Proposals Due 2:00 pm, February 15, 2024 INVITATION TO SUBMIT BID PROPOSALSTHE CITY OF HERMISTON, hereinafter referenced to as "City" is seeking a qualified contractor to construct TAXILANE IMPROVEMENTS for the Hermiston Municipal Airport (HRI). This project includes demolition and full depth reconstruction of existing taxilane pavements, demolition of an existing hangar building and concrete hangar foundation, associated excavation and earthwork, new asphalt pavement section construction, associated drainage improvements, shoulder grading, pavement marking and all related site improvements as shown on the project Drawings. Sealed Bids shall be addressed to and received at the City of Hermiston, City Hall office, Attention: Mark Morgan, 180 NE. 2nd Street, Hermiston, OR 97838, not later than 2:00 p.m., local time, on the 15th day of February 2024. Immediately thereafter, the Bids will be publicly opened and read at the above stated location. The Engineer's cost opinion for this work is between $400,000 and $600,000. No return of these Drawings is required, and no refund will be made. All Bid documents shall be submitted in hard copy. Electronic or e-mailed submissions shall be rejected. This contract is for a public works project subject to Oregon Bureau of Labor and Industries (ORS 279C.800 to 279C.870) and the Davis-Bacon Act (40 U.S.C. 3141, et seq). The Bidder must agree that the requirements and conditions of employment be observed and minimum wage rates, as established by the U.S. Secretary of Labor, or the Oregon Bureau of Labor and Industries, including any appropriate amendments. The contractor shall pay the state or federal prevailing wage rate, whichever is higher, and adhere to the most stringent requirements under this contract. No bid for a construction contract shall be received or considered by the City of Hermiston unless the Bidder is registered with the Construction Contractors Board as required by ORS Chapter 701 or licensed by the State Landscape Contractors Board as required by ORS 671.530. Contractors must be qualified in accordance with ORS 279 and other applicable sections of the Oregon Revised Statutes in order to enter into a Contract with the Owner for public work in Oregon.
