(16) This requirement is for one clean approved U.S. or foreign flag, double hull tanker with IGS and SBT that is capable of carrying from Sitra, Bahrain to Jebel Ali, UAE to Salalah, Oman to Doraleh, Djibouti a minimum of 240,000 bbls of F76 within vessel's natural segregation in designated cargo tanks with double valve isolation. Laydays commence 23 September 2016 and cancel 25 September 2016. The period of performance will be one voyage.

(19) The decision to release this solicitation on an "Unrestricted" basis is based on the fact that all work will be done outside the United States and its outlying areas. SBA Representative agrees with this decision.
