The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Center for the National Council on Patient Information and Education (NCPIE), 4915 saint Elmo Avenue, Suite 505, Bethesda, MD 20814. The Contractor will create the following work as set out in Tasks 1 through 6. All work produced under the contract is owned by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration. All work must meet 508 compliance standards as set by the U.S. Department of Health and Human Services in response to meeting criteria of the Americans with Disabilities Act. Task 1 –develop a Work Plan to be submitted to the agency within 14 days of contract award. Agency must approve award before beginning work. Task 2 –will work with existing SAMHSA/CSAT contractors, under separate budget, with the writing and design of two multi-fold brochures – similar in content and design to the two sets of brochures developed in the first two phases of this campaign -- to raise awareness among the teen target audience and encourage action to address prescription medicine abuse on campus by college/university administrative, health and safety, and policy development personnel. (NCPIE Contractor will develop potential distribution options for these brochures as outlined under Task 3.) The brochures must complete required SAMHSA clearances prior to publishing. Subsequently and under a separate budget, existing SAMHSA/CSAT contractor will HTML-code both brochures (following Section 508 compliance requirements) for posting on the SAMHSA Web site, with links from NCPIE’s site and other sites as appropriate. Task 3 – Reformulation of Project Advisory Team (PAT). The contractor shall continue work with the Project Advisory Team (PAT) organized during Phase II, to provide input and guidance on the development of key program messages, campaign outreach, and promotional materials and distribution strategies. The PAT is currently comprised of representatives from healthcare professional organizations, educational associations, and organizations with expertise/ experience in addressing prescription drug and/or substance abuse. The reformulated PAT will be convened by teleconference to provide input, expert guidance, and validation on the formulation of the project Tool Kit (see Task 4), including reaction to proposed discreet Tool Kit elements and a proposed comprehensive dissemination and promotion strategy. Following the initial teleconference meeting of the PAT, NCPIE will develop a summary report outlining the team’s findings to guide the development of the campaign. Task 4 – Based on PAT input, (see Task 3), NCPIE will produce a customizable, web-based tool kit for communicating effectively about prescription medicine abuse on college/university campuses, and providing possible solutions to help change campus policies and resources (working title: “Taking Action to Address Prescription Medicine Abuse: A Tool Kit for College Campuses”). Proposed Project Evaluation: An ongoing record of Tool Kit for College Campuses dissemination will be maintained. The Tool kit will include a web-based User’s Survey (e.g., Survey Monkey). The development of survey questions, including the length of the survey, selection of question formats, design of the survey template, and how potential survey respondents will be solicited / accessed will determined in consultation with the PAT. NCPIE will aggregate survey responses and report them to SAMHSA in required progress reports. All materials must complete required SAMHSA clearances prior to publishing. In addition, under a separate budget, existing SAMHSA/CSAT contractors will HTML-code all materials (following Section 508 compliance requirements) for posting on the SAMHSA Web site, with links from NCPIE’s site and other sites as appropriate. Task 5 –develop a print release (article) for placement in target audiences’ publications and electronic communications channels, including Web posts and e-mail blasts to members and key constituents. The purpose of the release will be to: 1) present a rationale for participating in the campaign; 2) announce availability of the Tool Kit for College Campuses (which can reside on SAMHSA’s Web site(s); and 3) encourage use of the Tool Kit by colleges and universities. This print release must complete required AMHSA clearances prior to publishing. In addition, under a separate budget, existing SAMHSA/CSAT contractors will HTML-code the print release (following Section 508 compliance requirements) for posting on the SAMHSA Web site, with links from NCPIE’s site and other sites as appropriate. Contractor will: 1) disseminate the print release electronically in the NCPIE E-News to their 110 organization membership network, and 2) post the release on their Web site, www.talkaboutrx.org. Task 6 – NCPIE will submit six (6) reports. Reports should include, but are not limited to, the success and accomplishments of the tasks, educational outreach effectiveness, and dissemination of materials. A description of the accomplishments and status of tasks completed, tasks in progress and future tasks must be included in each report. Reports must qualify the success of the outreach efforts and the impact of the outreach accomplished. All reports will be used to verify the need for the Federal government to engage and continue consumer education efforts on the misuse of medications. The final report must be a complete and detailed account of all activities and outreach supported by the contract and must qualify with statistical representation the number of individuals reached through the effort. Samples of all materials created under the contract, as well as electronic files of the materials, must be submitted with the final report. Report due dates: June 1, 2009 – First report September 1, 2009 – Second report December 1, 2009 – Third report March 1, 2010 – Fourth report June 1, 2010 – Fifth report September 30, 2010 – Sixth and final cumulative report of all contract activity The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government.
