issue solicitation No. N66001-20-R-0189 (formerly N66001-18-R-0189) for the
acquisition of services required for the development, testing, production, sustainment
and technical support of Take Charge and Move Out (TACAMO) Ground Communications â
In- Service Engineering Activity (ISEA) Mobile systems. The support includes
developmental technology in, and demonstration of High-Altitude Electromagnetic Pulse
(HEMP) hardening processes, testing, Hardness Maintenance and Hardness Surveillance
(HM/HS) activities.
The following systems and support services will be required under this contract.

- HEMP Hardening, HM/HS and HEMP Quality Assurance Testing, Acceptance, and
Verification Testing
- HEMP Hardened Aircrew Alerting Communication System
- Alert Facility HEMP Hardened Power for Mission Critical Systems
- Military Construction C4I HEMP Hardening Support
- TGC-M Shelter Sustainment Services
- TGC-M Antenna Pallet Sustainment Services
- HEMP Hardening of Mission Critical Vehicles
- Mobile Radio Installation
This is a new requirement. This is a total small business set-aside competition,
anticipated to result in a multiple award contract (MAC). NIWC Pacific intends to issue
solicitation (RFP N66001-20-R-0189) for a multiple award, Indefinite-Delivery/Indefinite-
Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers
(CLINs) for Services, Cost Reimbursement CLINs) for Other Direct Cost (ODC) inclusive
of travel. The prospective contract will have a two-year base period with two, 12-month
option periods. This proposed contract has security requirements at the Secret level. The
estimated level of effort for the total requirement is 52,760 hours. The North American
Industry Classification System (NAICS) Code is 332311, establishments primarily
engaged in manufacturing prefabricated metal buildings, panels, and sections, with a size
standard of 750 employees.

provided. The solicitation will only be available electronically on the Naval Information
Warfare Systems Command E-Commerce Web Page at https://e-
commerce.sscno.nmci.navy.mil under NIWC Pacific - Open Solicitations. Any
amendments, when issued, will also be available only on this web site. Matters posted

amended to include such matters. It is estimated that the solicitation will be released in
