1. The Turnpike Authority of Kentucky (TAK) is a quasi-governmental agency, see KRS 175, created solely to perform essential governmental functions and to serve the public purposes of constructing, acquiring, financing and operating turnpike and other road projects for the use, safety, convenience, and general welfare of the traveling public. TAK seeks proposals from qualified firms/individuals to perform arbitrage calculations to satisfy the requirements of Section 148 of the Internal Revenue Code of 1986, as amended, and regulations there under. The successful contractor will be required to provide one (1) electronic version (.pdf) of each arbitrage rebate report, including Form 8038-T. TAK will require annual rebate calculations for issues with unspent construction proceeds. Once construction proceeds have been materially spent then only fifth year anniversary reports will be required to be completed. Also, TAK will require a summary status report at least annually of the arbitrage liability for all issues. While the arbitrage calculations are the major service required, TAK may need other technical assistance related to arbitrage issues over the term of the contract.
