NOTICE OF INTENT TO AWARD SOLE SOURCE: The Air Operations Center (AOC), AFLCMC/HBBA intends to award a sole source Task Order to General Dynamics Mission Systems, Inc. (GDMS). GDMS is the sole manufacturer and owner of TACLANE and D@R Products and Encryptor Training.

After extensive market research AFLCMC/HBBA determined that only the proprietary manufacturer GDMS is able to provide this Training Service to fulfill the requirement. GDMS does not have distributors or resellers to resell TACLANE and D&R Products or Training. GDMS is NSA Certified Type 1 for Encryption equipment and training. The anticipated Contract Award date is 23 March 2018. Please note that this is not a request for competitive proposals.

However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide this service. A redacted Justification and Approval for Other Than Full and Open Competition is attached.
