USSOCOM's requirement is the purchase TAC-MAAS equipment, licenses, and maintenance. TAC-MAAS software and independently developed and fielded the capability for tactical use. Using a single source minimizes software testing, integration, maintenance, training requirements and streamlines logistics support processes GDAIS software is are not attainable through resellers. This software is needed for interoperability and compatibility with the simulators being used. This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need.
This notice is not a request for offers. The anticipated date of award is 30 September 2013. The Government intends to negotiate with only one source under the authority of 10 U.S.C 2304(c)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5 (b)(4) Sole source awards.
All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 19 September 2013 at 3:00 p.m. EST, however, early submissions are encouraged. Only electronic submissions will be accepted.
