PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made.


The Request for Quote number is PR-0022309 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-82. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13.

The FBI requires a Scanning Electron Microscope with a built in energy-dispersive X-Ray spectroscopy detector in order to identify material composition from an integrated circuit die.

The Federal Bureau of Investigation requires the following items, Brand Name Only, to the following:

Line 001, TM3030 PLUS Tabletop Microscope System with Au coater, Hitachi, 1, EA;
Line 002, Quantax Q70 Plus - Elemental X-ray Analysis System, Bruker, 1, EA;
Line 003, Installation and Training (4 days, Hitachi & Vendor), 1, EA.

Technical/Specifications Requirements:

• The instrument must be able to acquire images at the submicron level as well as identify specific elements in the area of interest;
• The system must be specifically capable of low vacuum imaging with no prior sample preparations to reduce "charge up" on any device under test (DUT);
• The system must have the ability to overlay several imaging techniques to produce a final composite view;
• The detector for elemental analysis must be integrated within the main unit and readings must be able to superimpose previously taken SEM images;
• Sample manipulation must include X, Y, tilt, and rotate stage while being high precision motorized movement;
• Training - Vendor must provide four (4) 8 hour training days - One 8 hour training day with Hitachi, three 8 hour training days with vendor;
• Magnification: 15 to 30,000x (120,000x with digital zoom);
• Accelerating Voltage: 5kV, 15kV;
• Sample state traverse: X:35mm, Y:35mm;
• Integrated XY Motorized Stage with door and control unit;
• Integrated Motorized Tilt/Rotate;
• Maximum Sample Size: 70mm in diameter;
• Maximum Sample Height: 50mm
• Signal Detection System: BSE - High-Sensitivity Semiconductor 4-Segment BSE Detector; SE - High-Sensitivity Low Vacuum SE Detector (UVD);
• Auto image adjustment function;
• Image Format: BMP, TIFF, JPEG;
• 3D View capability;
• Evacuation System: Turbomolecular pump: 30 L/x, Diaphragm pump: 1 m³/h:
• Main Unit no large than: W 350mm x D 653mm x H 585mm;
• Spectrometer Detector: Energy Dispersive X-ray Spectrometer (EDX) with elemental mapping:
o Elemental Range from Boron(5) to Americium (95);
o Line scanning, Elemental mapping, spot mapping;
o 30 mm² active detector area;
o Silicon Drift Detector (SDD);
o Dwell time per pixel: adjustable between 1 µs to 32 ms;
o Energy resolution for Mn Ka ≤ 135 eV; Cu Ka ≤ 154 eV;

• Support Equipment: Manual Sputter Coater (Au) with GD4 Pump, pump oil, Mist Filter, and Bell Jar Clean.

FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
