The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate an order under Basic Ordering Agreement N00421-11-G-0001 on a sole source basis with Pratt & Whitney (P&W) Canada, via the Canadian Commercial Corporation (CCC), 50 O'Connor St., Suite 1100, Ottawa K1A0S6, in support of the T400 aircraft engine. The order includes work scope found under FY 14 Component Improvement Program (CIP) Engineering Project Descriptions (EPDs). The scope of this request is for P&W Canada to provide program management support in the developing a CIP strategy with United States Air Force (USAF) beginning in 2014 by identifying potential obsolescence issues and proactive redesign/analysis activities in the future due to the US Navy retirement of their T400 assets in 2015. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. P&W Canada is the sole designer, developer, and integrator of the T400 aircraft engine. As a result, P&W Canada is uniquely qualified to provide the complete range of program support required by the USN, USMC, and FMS fleets. P&W Canada is also the only known firm to possess the technical data, drawings, and specifications necessary to fulfill the Government requirements. Given that P&W Canada is the original designer and prime manufacturer and their continued involvement in the past and recent engine improvements, P&W Canada has all the design intent information, original drawings, and most recent design changes, which are required to avoid undesirable interactions between existing and redesigned hardware. P&W Canada also has immediate access to tooling, special equipment and test facilities as well as sub-vendors similar tooling and facilities. These are required to verify, design, and test new proposed engineering solutions. Privately developed data, materials, and design processes are the sole property of P&W Canada. These provide P&W Canada with the unique ability to identify and correct problems with the T400 engine. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 5:00 PM Eastern Time on 13 February 2014. The applicable NAICS code for this requirement is: 921190-Other General Government Support. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
