MICC - Fort Hood intends to issue a request for proposal (RFP) for publishing and distribution of a weekly civilian enterprise newspaper for the III Corps and Fort Hood, Texas. The Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary. The period of performance for the newspaper shall be during the period 1 January 2014 through 31 December 2014 with two (2) one-year option periods. The government anticipates a single award of a no cost type contract. This requirement will be a No Cost contract for a base year and two option years. The revenue, which the Contractor receives from sale of advertisements in the Fort Hood Sentinel, shall constitute full payment to the Contractor. All work shall be accomplished in accordance with the PWS and the terms and conditions included in the contract. The selection of a source for award purposes will be conducted utilizing the procedures at FAR Part 12, Acquisition for Commercial Items in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15 - Contracting by Negotiation. A best value, tradeoff process will be used for the source selection evaluation approach.

The acquisition will be solicited as unrestricted (full and open). The North American Industry Classification System (NAICS) code applicable to this requirement is 511110 - Newspaper Publishers and the small business size standard is 500 employees.

The Government anticipates issuing a Request for Proposal (RFP), W91151-13-R-0031, on or about 24 September 2013 with a tentative closing date of 16 October 2013. The RFP will be available for download at the Army Single Face to Industry website at https://acquisition.army.mil/asfi.
