The National Institutes of Health (NIH), National Cancer Institute (NCI), Cancer Information Service (CIS) intends to procure on a sole-source basis with the University of Rochester, P.O. Box EJAC 575 Elmwood Avenue, Rochester, NY 14642, reprints (55,555 each) of the smoking cessation publication entitled "Clear Horizons" to which the University of Rochester holds the copyright. The supplies and services herein are commercial as defined in FAR Part 12, and this acquisition is being made in accordance using simplified procedures authorized in FAR Part 13. The North American Industry Classification System code is and the business size standard is 511199 and the business size standard is 500 employees. The CIS is responsible for supporting and encouraging the development of cancer information and education materials at the local, regional, and national levels. This program consists of a nationwide network of 14 regional offices with telephone information and referral services that reach more than 390,000 callers yearly, a paretnership program that collaborates with more than hundreds of partner organizations, and a research initiative component of the program which studies ways to improve the delivery of cancer information to patients, family members and the public. In its continuing mission to support priorities of the National Cancer Institute, the CIS provides smoking cessation support to individuals and works with regional cancer control organizations in support of tobacco cessation efforts. This publication serves as an addition to the collection of other NCI smoking monographs and patient education materials. It is to be distributed in conjunction with the National Lung Screening Trial (enrolling 50,000 participants) and used as an education piece through the Cancer Information Service Smoking Call Centers to callers aged 55 and older. The contractor shall be responsible for: 1) delivering drop shipments of 500 copies each to twenty (20) different locations, located in the continental U.S. 2) deliveries to be made over a 4 week period beginning 30 business days after date of award, and 3) remaining balance of publications to be shipped to NCI in Bethesda, MD. Contractor shall complete all actions within 52 business days after date of award. The copyrights to this publication are held by the University of Rochester. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities.
