The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate on a sole source basis under the authority of FAR Part 13.106 (b), with Ovid Technologies, Inc., for online and print subscriptions. These subscriptions are being procured as commercial items in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). These subscriptions are required by researchers to aid in their research. The sole source determination is based on Ovid Technologies, Inc. being the sole licensor for journals published by Wolters Kluwer and Lippincott Willimiams and Wilkins. The period of performance is September 29, 2007 through September 28, 2008. This is not a request for quote. However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide convincing evidence that they can obtain/provide unlimited online/print access to the listed journals/publications, provide the licensing rights, copyright authority and/or provide the service or product as specified above. Responses must be in writing and must be received in the office by July 23, 2007.
