NOTE: THIS REQUIREMENT IS BEING MODIFIED TO BE ADVERTISED AS A FAR PART 36 ARCHITECH AND ENGINEERING ACQUISITION. ADDITIONAL INFORMATION WILL BE PROVIDED.The National Oceanic and Atmospheric Administration, (NOAA) National Ocean Service (NOS) has a requirement for BENTHIC HABITAT MAPPING and associated services for coastal areas of the Hawaiian Islands (i.e., Hawaii, Maui, Kahoolawe, Lanai, Molokai, Oahu, Kauai, Niihau, and Kaula). The Contractor will be required to select a mapping approach; acquire new imaging data; delineate and field-verify digital benthic habitat data in accordance with NOAA's Classification Scheme for Benthic Habitats: Main Eight Hawaiian Islands; provide acquired imagery; and document methods and results such that the deliverables meet the technical requirements specified by the Government. The Contractor shall successfully complete all components of the project according to the following schedule: 1) Phase I: Proof of Concept Testing, 2) Phase II: Data Acquisition, Mapping, and Interim Products, and 3) Phase III: Final Product Delivery. The period of performance of the contract shall consist of 26 months. Work assignments under this contract may consist of but are not limited to: (1) project planning, including flight line layout; (2) data acquisition of coastal areas surrounding the Main Eight Hawaiian Islands; (3) accuracy assessment; (4) field validation; (5) quality control; (6) benthic habitat delineation and identification; and (7) writing reports including: progress reports, "Proof of Concept" completion report, flight reports, sensor calibration report, navigation calibration report, sensor bandset report, sensor specifications report, bore sighting report, radiometric calibration report, and project completion report. All work shall be performed to NOAA specifications, and the data provided in NOAA specified formats. The Statement of Work will contain detailed requirements and project area specifications.
