The United States Geological Survey, (USGS) intends to negotiate on a non-competitive basis with the University of Alabama, Department of Geography, Placenames Research Center, Tuscaloosa, Alabama, in accordance with FAR 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. Purchase of services to update the Geographic Names Information System (GNIS) database for the entire state of Hawaii is planned. For over 26 years the University of Alabama has classified GNIS data on a national basis. Over time the University has acquired an extensive and unique map reference library of source materials directly related to updating GNIS data. It is a unique resource for researching various sources to discern what type of feature a Hawaiian geographic name refers to because of the use of native generics. The University will use research material they already have in house to perform these data collections.
Other interested concerns having the ability to furnish this or compatible GNIS database services may submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.101(a)(1), the forthcoming Request for Quote (G11PS00592) will be made available through the GPE on or about 06/28/2011, whether or not competitive opportunities have been identified.
