This is a synopsis for a commercial acquisition using simplified acquisition procedures (Reference FAR Part 12 and 13). Patrick AFB FL has a requirement for a civilian enterprise newspaper. Civilian enterprise newspapers are covered under Air Force Instruction 35-101. The civilian enterprise newspaper is published at no cost to the government. In consideration for the contractual arrangement, the publisher will receive all the proceeds from any advertisements placed in the newspaper. This service will be provided at Patrick AFB and Cape Canaveral AFS, FL. Period of performance is 1 Oct 07 through 30 Sep 08. Four one-year options may be awarded. The government intends to make a single award to the technically acceptable offeror that best meets the needs of the government. A selection group will pick the awardee. This group will review written data, to include recent, relevant past performance information, from prospective civilian publishing firms, and, if necessary, hear presentations from firms and make on-site visits to gather information upon which to make a selection. The selection group will investigate the competence, reliability, technical production, and business capabilities and resources of each offer before making a selection. This is a full and open procurement. Solicitation No. FA2521-07-T-0218 is issued as a Request for Quotation.
