This is a Request for Information (RFI) issued by the Department of Navy (DoN), on behalf of the Program Manager for Auxiliary Ships/Small Boats & Crafts (PMS325), for information and planning purposes only. PMS325 is conducting market research in support of preliminary planning for the Fleet Replenishment Oiler (T-AO 187 Class) recapitalization. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

The T-AO(X) Program will be a non-developmental program utilizing Commercial-Off-The-Shelf (COTS) equipment. The new oilers will comply with all environmental protection requirements in place at time of contract award. Emphasis will be placed on lowering total ownership costs (TOC) in the design and operation of the new oilers without compromising reliability.

PMS325 is soliciting information regarding energy conservation (ENCON) design concepts which can be applied to the existing heating, ventilation, and air-conditioning (HVAC) design parameters, currently governed by SNAME T&R Bulletin 4-16. System improvement concepts should yield a design that is more energy efficient when operated through a range of ambient loading conditions while retaining the full maximum capacity.

For reference, the existing criteria for the HVAC plant serving the T-AO(X) living spaces are as follows:

1.) Approximate Total Cooling Capacity: 3x125 tons
2.) Approximate Total Heating Capacity: 1,200 kW
3.) Maximum Air Velocity: 12.7 m/sec
4.) A/C Machinery Chill Water Outlet Temp: 6.7 C
5.) A/C Machinery Chill Water Inlet Temp: 12.2 C
6.) Fresh water velocity in the tubes: 1.8 m/sec

The ship and its systems shall retain full capability in the temperatures and humidity conditions specified in the table below:

Note:
1. Except refrigeration, air conditioning (A/C) and ventilation systems, which shall maintain inside design conditions with an outside wet bulb temperature of 30 oC.

The Navy is interested in the improvements in the following areas, but will accept additional concepts not specifically covered under the following topics, which offer marked improvement in HVAC system energy efficiency:

1.) Designs that reduce air distribution system backpressure and therefore reduce the energy necessary for moving air. Such design innovations include but are not limited to reduced-profile air filtration systems and low-resistance ducting.

2.) Zone cooling/heating control, monitoring, and distribution systems which improve the matching of plant generation to demand;

3.) Zone sensors and sensor actuation to enable finer control of individual space cooling/heating based on actual demand within a space without excessively cooling/heating;

4.) Variable Speed/Variable Volume Drives within air distribution systems

5.) Integrated Variable Speed Drives within zoned and/or non-zoned systems.

Follow-up discussions may be conducted with respondents. It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
