The Joint Interoperability Testing Command (JITC) is the Department of Defense Interoperability Certification authority. JITC has a requirement for video compression testing and believes syntax bitstreams will provide thorough visual and automated testing capabilities. The required syntax bitstreams must include the final verification frame to demonstrate compliance of a decoder. The decoders should be able to be tested at any stage of the development cycle. The bitstreams should be comprehensive and easy to use. Evaluation of performance and verification of the ability to decode complex digital video and HDTV signals must be reliable and accurate.

One (1) H.264/ Syntax (4 Formats)
One (1) H.264/AVC Syntax (Video Stress and Error Test Bundle)
One (1) MPEG-2 Video Syntax (4 Formats)
One (1) MPEG-2/ATSC Syntax Bitstreams (Video)
NOTE 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
