This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. The requirement is for a 1-year firm-fixed price type purchase order (1 Jan 2011 to 31 Dec 2011). The NAICS Code is 541511 with a size standard of $25M. The request for quote (RFQ) reference number is 1MJ1B301. The Government's intended source for this proprietary software maintenance effort is Synopsys, Inc., 700 E. Middlefield Rd., Mountain View, CA, 94043. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54th St, McClellan, CA 95652. This notice is for the purchase of updates, maintenance, and support for a UNIX based design environment for digital hardware design, simulation, and synthesis for complex Application Specific Integrated Circuits (ASIC) and Field Programmable Gate Array (FPGA) designs. The vendor shall provide software updates/maintenance and support for all products identified in Appendix A. All Synopsys, Inc. software currently in use by DMEA will be evaluated annually to determine if additional products are needed or if existing products are no longer required. The vendor shall provide DMEA a list of all vendor products maintained that will be "end of life" during the upcoming bid year. If a product is determined to be "end of life" the vendor will provide a recommended alternate software product to DMEA for evaluation. The vendor shall provide telephone and electronic support service to DMEA design engineers and system administrators. A copy of Appendix A is available from the Contract Specialist identified below.
