Project Summary:

The Southwest Fisheries Science Center (SWFSC) facility contains an experimental aquarium, a large animal necropsy lab, a specimen processing lab, a photogrammetry lab, ichthyoplankton lab, genetic labs, physiology labs, oceanographic labs, specimen archives, electronic workshops, a large tank for testing new sampling technologies, a library, conference rooms, and office space for 275 scientists and support staff. Commissioning of the Heating, Ventilation & Air Conditioning (HVAC) system consisted of construction observations, attendance during the vendor start-up procedures, operational training and third party hands-on testing of selected portions of the HVAC equipment throughout the building and interface with the building automation system (BAS). The facility is located at 8901 La Jolla Shores Drive, La Jolla, California 92037.

The contractor shall provide competent personnel, personal tools, equipment, expert services, and management supervision necessary to inspect, maintain and repair government owned equipment in Table 1 – Equipment Schedules located in Section 3.  The contractor shall perform all service maintenance and repair tasks in accordance with manufacturers' recommendations as well as the standards and procedures defined in this contract. Maintenance will be performed within the periodicities described in Table 1 – Equipment Schedules. Contractor shall maintain and update the preventative maintenance (PM) schedule in the SWFSC’s Computerized Maintenance Management System (CMMS) software Archibus, in coordination with the site maintenance team. The contractor shall minimize disruptions and inconveniences to users and must coordinate all work with the facility manager. The contractor shall not perform any repairs without prior approval by the facility manager. The contractor shall also provide service reports to the facility manager and Contracting Officer Representative (COR). 

Synopsis: 

This is a new contract. The proposed contract action is set aside 100% for small business set-aside.  The associated NAICS code is 238220, and the business size standard for this requirement is $19 million.  It is highly encouraged that any small business meeting this size standard and desiring to be considered for award be registered in the System for Award Management (SAM) using this NAICS code or a NAICS code with an equivalent size standard.  It should be noted that offerors must be registered in SAM prior to submission of an offer.  For additional information and to register in SAM, please access the following web site: https://sam.gov/.  In order to register with the SAM, all offerors must also have a unique entity identifier through http://sam.gov/conent/entity-registration.
