The Naval Air Warfare Center-Aircraft Division, Lakehurst, NJ intends to initiate a new order under the Basic Ordering Agreement (BOA) N68335-12-G-0011. The Government anticipates issuing this order on a non-competitive basis to SRI International, 333 Ravenswood Ave, Menlo Park, CA 94025. SRI International demonstrated that they are proficient with the Smart Integration Manager, Ontologically Networked (SIMON) framework and the technologies employed therein.  SRI International has demonstrated that they experience providing training for the installation, use, and administration of advanced web and cloud based technologies specific to SIMON Unity.  SRI International also demonstrated the ability to produce technical documentation suitable for use as a learning aid as well as provide updates, improvements, and enhancements to the SIMON framework in order to facilitate the necessary changes to the User Interface, data ingestion capability, and collaboration toolset of the UNITY system. SRI will be required to migrate, scale, and make UNITY suitable for operational use.
 

THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. A determination by the Government not to compete this effort is solely within the discretion of the Government.

 

GENERAL INFORMATION: SRI International is the developer and provider of the SIMON Platform and the only qualified source capable to effectively continue the development, testing and integration of the SIMON platform at an efficient cost and effective manner within the specified timeframe. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
