The two elements anticipated as part of this effort are as follows:
1. The entire population of approximately 84 NSNs will be set up in the Pratt & Whitney proprietary forecasting and analysis tool to be analyzed. Completion of the analysis will occur in iterative phases and will provide engineering and logistics data to continue to position the USG to provide robust support of this engine system.
2. An estimated population of approximately 84 USAF managed items identified as sole source may be targeted for addition to Pratt and Whitney's long term contract SPE4AX-16-D-9436 (formerly known as SPE4AX-13-D-9424) via modification.
This award CLIN is intended to be awarded on a sole-source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source solicitation will be issued to United Technologies Corporation, Pratt & Whitney, CAGEs 52661/77445.
The proposed contract action will be for a total period of performance not to exceed September 26, 2023. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. The proposed contract CLIN will be a fixed price, Requirements type contract CLIN subject to price redetermination.
There is one List of NSNs attached for this specific synopsized effort. If other NSNs are subsequently identified for association with this contract action, they will be synopsized separately.
Based on the responses to this synopsis, a letter RFP may be issued. For a copy of the letter RFP and any associated attachments please contact the contracting officer listed below. The requirements (listed above) and the items in element two (listed above and attached) have been identified as sole source. However, some items may have history showing awards to other than the OEM. Responses to this announcement from other than the OEM are required by June 06, 2019 and should identify items of interest and include evidence of ability to supply the service for all of the items for the contract period as identified. If a standard solicitation is utilized, it will be posted on FBO on or around June 07, 2019. This solicitation will close on or around July 07, 2019.
