As the original equipment manufacturer (OEM) of the XLUUV system, Boeing is the only known source capable of providing the required test vehicle system to the Navy in the time period required to support program testing requirements. The statutory authority for this procurement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source, and no other types of supplies or services will satisfy agency requirements.
