NIWC-PAC will be issuing solicitation N66001-21-R-0003 to Provide support for the Combat Survivor Evader Locator (CSEL) Ultra High Frequency (UHF) Base Station (UBS) network and communications infrastructure at 747th Communication Squadron (CS) Joint Base Pearl Harbor Hickam (747CS), Hawaii; U.S. Naval Computer and Telecommunications Station Sicily, Naval Air Station (NAS) Sigonella Sicily; and the Naval Telecommunications Area Master Station Atlantic (NCTAMSLANT) Norfolk, Virginia, including upgrades, testing and training. The goal is to maintain a fully operational 24/7 UBS that allows for greater success in survivor/evader recovery.

The places of performance for this task is the following: 747th CS Joint Base Pearl Harbor Hickam, Hawaii, Naval Telecommunication Station Sicily, NAS Sigonella Sicily, Naval Telecommunications Area Master Station Atlantic (NCTAMSLANT) Norfolk, Virginia and locations identified in paragraph 6.0, TRAVEL. The government will provide a desk, telephone and computer access (NIPRnet) for each site representative.
