Amendment 2 to solicitation W911W6-17-R-0004 is issued to announce the following changes:

1. White Paper solicitations and review board procedures are completed as of 30 Mar 2017. Notification letters have been sent to all vendors who responded to the topic.

2. Attachment 1 SUMIT Simulation Evaluation, Section 5.2.1: Proposal Due Date changed to read:

Amendment 1 to solicitation W911W6-17-R-0004 is issued to announce the following changes:

1. The Base Notice is amended as follows:
a. The Final Response date to this Solicitation is changed from 31 Mar 2017 to 25 April 2017
b. Paragraph 5 is changed to read:
This BAA call will use the two-step submission process with white paper submissions followed by full technical and cost proposals invited from selected offerors. White paper responses are due on or before 6 March 2017. The Government anticipates transmitting requests for full proposals on or about 28 MARCH 2017. Full proposals are due on or before 25 APRIL 2017. The Government anticipates multiple awards that could include cost reimbursable contracts or cooperative agreements/Technology Investment Agreements (TIAs) with cost share.
c. Additional Information is provided to this Notice:
The Government plans to issue another amendment providing updated supplemental information including revised drafts of the SUMIT FORCE Systems Integration Guide and the SUMIT FORCE Component Interface Design Document and associated Data Model file (all contain export controlled content).

Original Notice

The Aviation Development Directorate - Aviation Applied Technology Directorate (ADD/AATD), ATTN: CCAM-RDT, Building 401, Lee Boulevard, Fort Eustis, VA 23604-5577 is issuing this Special Notice as a Call for proposals soliciting autonomy, decision aiding and human-machine interface (HMI) technologies for the Synergistic Unmanned Manned Intelligent Teaming (SUMIT) Simulation Evaluations research effort under the Master Broad Agency Announcement (BAA) W911W6-16-R-0004.

SUMIT is a 6.3 Advanced Technology Development science and technology program in the U. S. Army's Aviation and Missile Research Development and Engineering Center's (AMRDEC) Aviation Development Directorate (ADD). This research effort will integrate candidate technologies provided by each selected offeror in a common Government-owned simulation environment using a common set of operational scenarios and conduct a series of user evaluations with a common set of evaluation metrics. The intent is to gather simulation data, user observations and assess evaluation metrics related to situational awareness, mission effectiveness, workload, and usability in an airborne battlefield environment for each offeror's autonomy, decision aiding and HMI technologies.

Only Offerors who are registered and certified with the Defense Logistics Agency Logistics Information Services (DLA LIS) may participate in this solicitation. Performance under this effort requires access to and generates unclassified technical data, the export of which is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec. 2751 et. Seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C. App. 2401 et. Seq.). Offeror(s) are required to provide an "Export-Controlled DoD Data Agreement" certification number issued in accordance with DoD Directive 5230.25. This certification may be requested from the DLA LIS at: https://public.logisticsinformationservice.dla.mil/jcp/Default.aspx#.

All research effort under this solicitation shall be unclassified. Classified responses will not be accepted.

Full proposals are due on or before March 31, 2017. This announcement is an expression of interest only and does not commit the Government to pay any proposal preparation costs. Proposals will be considered valid for 210 days from the date that this announcement closes unless specifically stated otherwise.

The requirements of the Synergistic Unmanned Manned Intelligent Teaming (SUMIT) simulation evaluations research effort are described in Attachment 1: Synergistic Unmanned Manned Intelligent teaming (SUMIT) Simulation Evaluations. Proposal preparation and submission instructions are included in Attachment 1. A Technology Investment Agreement (TIA) template is furnished as Attachment 2. In addition to this description, the Call includes supplemental information which will be provided separately due to the limited distribution permissions on content. These include: The current draft of the SUMIT FORCE Systems Integration Guide and the current draft of the SUMIT FORCE Component Interface Design Document and associated Data Model file (all contain export controlled content).
