The U.S. Army Contracting Command-Redstone Arsenal on behalf of ADD/AATD Fort Eustis, VA 23604-5577 is issuing this Pre-Solicitation Notice as a means of identifying interested parties and gathering information to support the definition of anticipated call under Broad Agency Announcement (BAA) W911W6-17-R-00XX. For reference, the current BAA W911W6-16-R-0004 will resemble the 2017 BAA that the call will be posted against. The results of this Pre-Solicitation Notice will be utilized in finalizing a call under the referenced BAA.

THERE IS NO CALL AT THIS TIME. This request for sources capable of satisfying the research effort does not constitute a request for proposals; submission of any information in response to this Presolicitation

Notice is purely voluntary; the Government assumes no financial responsibility for any costs incurred.

ADD/AATD intends to issue a request for proposals to support the requirements of the Synergistic Unmanned Manned Intelligent Teaming (SUMIT) program as summarized in Appendix 1: Description of SUMIT Simulation Evaluations Requirement. ADD/AATD intends to solicit proposals and issue a Call under BAA W911W6-17-R-00XX with an estimated date of DECEMBER 2016. The responses to this Pre-solicitation Notice will be reviewed to determine whether a Call for white papers preceding a request for proposals will be a beneficial step. Any call against the master BAA will be for full and open competition with no limitation of sources. The NAICS code shall be 541712 (i.e., Research and Development in the Physical, Engineering, and Life Sciences except Biotechnology).

Responders to this Pre-Solicitation notice are encouraged to provide information about experience,existing capabilities, and company funded research efforts in various technology elements relevant to the anticipated Call.

If your organization has the capability to respond to the requirements in Appendix 1, please provide the following information: 1) Organization name, address, email address, CAGE code, web site address, telephone number, size and type of ownership for the organization, and socioeconomic business status if applicable; 2) A capability statement as to how you will satisfy the requirement to include information regarding organization and staff; 3) If subcontracting or teaming is anticipated or desired, provide anticipated structure of such arrangements; 4) if like hardware/software has been offered to the Government within the past 3 years, provide a description of such hardware/software with customer point of contact information; 5) if restrictions to rights in technical data will be claimed, list such data items with a description of the capability for each; and 6) Any other specific information that pertains to the requirements in Appendix 1 that would enhance the Government's consideration of the information submitted. The Government will utilize all responses received to this Pre-Solicitation Notice to ascertain market capability, gather information on potential sources, and better define the Government's requirement in the anticipated competitive action.
