The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Dolce International DBA the Bolger Center is considered the only vendor who can support the New Flag and Senior Executive Training Symposium. The Bolger Center is the only facility who can provide/is capable of: 1) customized training and team building facility, including running path, indoor pool, team building ropes course, padded defensive tactics room, threat management training facility with simulations capability, and an indoor firearms range with interactive shooting simulator; 2) higher level security including grounds secluded from the public, 24 hour security, armed guards and roving patrol; 3) staff members trained in CPR and AED and on-site helipad for medical emergencies.
