The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source purchase order to Spark Holland, Inc., 186 Mantoloking Road, Suite 7, Brick, NJ 08723-5888 for the following laboratory instruments: 1.) Symbiosis Pharma System/w TASPE, 1 Each.  2.) Mistral Symbiosis Cool/w HPLC column thermostate (Temperature range 5 degree C - 90 degree C, 1 Each.  3) Symbiosis Pharma for Analyst, 1 Each. 4.) Installation & Training of the System.   The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing.  Spark Holland is the only responsible source capable of meeting all of the Government's requirement because the Symbiosis system has large capacity and on-line solid phase
extraction operation supported by automatically exchange disposable
SPE cartridges after a pre-set number of samples have been analyzed.
It can also heat solvents for temperature assisted solid phase
extraction. The system may totally interface with our existing mass
spectrometer using Analyst software or operate as a stand-alone
extraction system using the Spark Holland software. The Symbiosis
system from Spark Holland, Inc. is the only system with these
capabilities meeting the needs of our laboratory.  As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Spark Holland, Inc.. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to provide the services to Richard Jenkins via email ONLY at [email protected] with the solicitation number 2010-Q-12259 referenced in the subject line NO LATER THAN June 21, 2010.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
