SEALED BIDS will be received at the office of the City Clerk, City Hall, 6360 Fountain Square Drive, Citrus Heights, California, until the hour of 2:00 PM on Wednesday, November 17, 2021 at which time the bids will be publicly opened and read for the Sylvan Soil Remediation Project, City of Citrus Heights, California. Any bid received after this date and time will be deemed non-responsive. Bids received by fax or e-mail will not be considered. The Project is need for hazardous waste contractor services to implement an already prepared Remediation Plan to remediate previously identified soils impacted by polychlorinated biphenyls (PCBs) and organochlorine pesticides (OCPs). The project site is a vacant 11.32 acre parcel. The site was the location of a former middle school which was demolished in 2016. In preparation for sale, a Phase I and Phase II environmental reports were prepared that identified the site was in need of remediation prior to residential development. The Remediation Plan has been prepared and the Plan identified the following tasks: The preparation and execution of a Health and Safety Plan (HSP) for the handing and remediation of soils contaminated with PCBs and OCPs. The preparation of the HSP is the responsibility of the bidder/contractor but shall be produced by a certified industrial hygienist. The excavation of contaminated soils consisting of approximately 190 tons of non-hazardous waste and 36 tons of hazardous waste from the subject site. The management of the stockpiled soils from separation, storage, laboratory analysis and removal from the site for proper offsite disposal in accordance with all applicable regulations for the disposal and transporting of the contaminated materials. All record-keeping requirements shall be followed. The analysis of the soil based upon the analytical methods and screening level criteria provided. The preparation and submission of a Removal Action Report following the completion of the soil excavation. An electronic copy of the complete Remediation Plan, Bid Documents, Agreement and other Contract Documents is available on the City’s website at no cost.
