Sources Sought Switchyard Upgrades - Roza Powerplant Project 1.01 SYNOPSIS A. The location of work is the Roza Powerplant, approximately 3 miles Northeast of Yakima, Washington, in Yakima County. B. The Bureau of Reclamation (Reclamation) is conducting market research for the Switchyard Upgrades ¿ Roza Powerplant Project. The Roza Powerplant was built in 1958 as a canal-fed hydropower generating facility. It is located off the Yakima River in south-central Washington State. It has a single 12.9 MW, 6.6 kV generator. The Roza switchyard has two single 14MVA transformers at the generator bus voltage; the 115-kV Bonneville Power Administration¿s (BPA) line feed and the 34.5 kV Roza Irrigation District (RID) line feed. A single generator circuit breaker feeds the switchyard¿s 6.6 kV bus. The plant was built primarily to provide low-cost power for pumps in Roza Irrigation District. Excess generation is delivered to BPA for resale. This service is very important to the participating farmers, and interruptions can have a profound impact on the regional economy. This project seeks to restores the quality and robustness of the switchyard by upgrading obsolete critical high voltage breakers, switches, station services switchgear and relays resulting in an increase of the protection and reliability of the overall system. C. Principle Components of Work: Replacement of 2 oil filled circuit breakers (34.5kV and 115kV) with new SF6 circuit breakers, 115kV potential transformers, disconnect switches, overhead cable and insulators in switchyard. Additionally, replace 15kV switchgear with new arc-resistant switchgear. Remove 115kV oil-filled current transformers. Dispose of oil and equipment containing hazardous material and install geo-membrane for 2 existing transformers. Remove soil contaminated with diesel range organics. Lastly, replace power and control cables. D. The order of magnitude for this project is estimated to be from $5,000,000 to $10,000,000. E. Reclamation and BPA have coordinated the outages necessary to perform the replacement for the least impact on the Transmission System. Below is the Roza Switchyard outage work construction window and list of principle components to be replaced: a. Estimated duration: October 21st ¿ December 31st of 2020 1) Outage #1: a) Replace 34.5kV equipment, 115kV equipment, jumpers, equipment cabinet platforms, switch operating platforms, and associated low voltage cables. Soil characterization and remediation work. 2) Outage #2: a) Replace 15kV and lower equipment and associated conductors. F. The outage periods during which work can occur are extremely limited and cannot be altered. The Contractor will be responsible for providing all necessary resources to complete tasks during the allotted outage window(s). G. The intent of this notice is to identify potential offerors for Switchyard Upgrades ¿ Roza Powerplant Project. Reclamation is seeking a qualified, experienced firm capable of providing the labor, equipment, and materials necessary to accomplish the Principle Components of Work identified above and as identified within the project specifications and drawings (not included herein and must be requested). Interested offerors are invited to submit the following information: 1. Statement of interest as a prime and/or subcontractor 2. Construction bonding level, aggregate and per contract 3. Point of contact information 4. Size status and/or SBA certification program for NAICS 237130 5. Firms capability to successfully manage complex requirements 6. Recent projects similar in size and scope 7. Answers to following Questionnaire: a. Please explain any issues you see with the current work sequence that would be detrimental to the performance of the work in the scheduled outage work performance window. b. Please explain what your company¿s staffing approach would be for completing the work within the established outage work performance window (i.e. necessary number of crews, crew size, hours per week, etc.). c. Please explain any issues with the proposed equipment arrangements that may pose complications, delays, or constructability problems. d. Please explain if you have any recommendations that would increase the likelihood of successfully completing this work in the outline outage work performance window. e. Please explain any part of the work that poses safety issues you feel cannot be adequately mitigated. H. This market research is for informational purposes only.
