This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation No. 6913G620Q300060 is issued as a Request for Quotation (RFQ).  This solicitation is being conducted in accordance with the policies and procedures prescribed in FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05, effective March 03, 2020.  This procurement is being solicited under NAICS code 336510 small business size standard 1,500 employees.  This Combined Synopsis/Solicitation is being issued as a small business set aside.  

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, has a requirement one (1) switcher locomotive, options for locomotive components, extended locomotive field support and locomotive technical training. The locomotive shall be delivered to the Norfolk Naval Shipyard, Portsmouth, Virginia. The Government intends to award a single Firm-Fixed-Price Purchase Order as a result of this solicitation, however, reserves the right to make no award.  The offeror shall provide a quotation in accordance with FAR clause 52.212-1 Instructions to Offerors- Commercial Items, and its addenda, detailed in the attached Request for Quote document titled RFQ 6913G620Q300060.
