Edwards AFB, CA intends to issue a sole source, firm-fixed price contract to FLIR COMMERCIAL SYSTEMS, INC. 9 Townsend W, Nashua, NH, 03063-1233, to provide required supplies. The anticipated contract will be a commercial firm-fixed Price (FFP) contract. The required items are as follows:
Focal plane array or sensor array (i.e., capable of generating images, not a photo detector or line sensor)
Compatible with COTS image acquisition software for image capture, evaluation and analysis preferably sold by same vendor. Have the capacity to switch out lenses (i.e., camera should not have a permanent lens)
OEM cameras are undesirable due to increased fragility that is undesirable for training and demonstrations
Camera ideally runs on same software platform as LWIR camera (therefore manufacture should sell both)
The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b). The applicable NAICS code is 333314 and the size standard, as defined by the U.S. Small Business Administration, is 500 employees.

The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
