The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to enter into sole source negotiations and award a Cost Plus Fixed Fee (CPFF) Contract to Northrop Grumman Systems Corporation (NGC). The anticipated contract provides sustaining engineering and logistics support for the United States Navy MQ-4C Triton Unmanned Aircraft System (UAS) Early Operating Capability (EOC). Original Equipment Manufacturer (OEM) sustainment and support is essential for the Navy's ability to prepare for and complete operational certification prior to MQ-4C Triton UAS Initial Operational Capability (IOC).

This proposed contract action will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that NGC is the only known company with the knowledge, data, and capability to meet the Government's needs.
