The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) contemplate award of a Firm Fixed Price contract to Washington University, 1 Brookings Drive, Saint Louis, MO 63130. The work shall be performed at the Contractor's facility. The Period of Performance shall be for 12 months. The North American Industrial Classification Standards (NAICS) Code is 541990 and Standard Business Size of $14M. The sole source award will be conducted in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement.
The primary purpose of this requirement is to obtain a Sustainability Tool and Framework Kit which will provide State and local Tobacco Programs with the tool and framework to help maintain and increase resources and technical assistance for sustainability action planning, initiating a tracking system for Tobacco Program's sustainability outcomes, and integrating the sustainability framework and concepts within other chronic disease/tobacco related programs. This work will also allow additions to be made to the sustainability website to improve features and improve the user's experience. Finally, the vendor will work with CDC on adapting the assessment tool to more complex program settings and will complete validity testing of the tool using previously collected data from other Office on Smoking and Health (OSH) programs.
CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 2:00 PM Eastern Standard Time, by September 11, 2012. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
