Attention Contractors.  Your feedback is sought to provide feedback on the Pre-Award and Post-Award debriefing process related to Federal Government Procurements.

Background.   A Government research team jointly sponsored by the Army Acquisition Support Center and the Partnership for Public Service is conducting a study to determine the value and effectiveness of debriefings given by Government Contracting Agencies to Contractors proposing on federal contracts.  To help make that assessment, the team has developed an on-line survey to capture feedback from Contractors who have received Pre-Award and Post-Award debriefings.

Target audience:  All Contractors who have:  (a) submitted offers on federal contracts within the last three years; and (b) participated in at least one Pre-Award or Post-Award debriefing by a Federal Contracting Officer or Agency.

What is requested?  Completion of the on-line survey found at the website listed below.

Why is my participation and feedback important?  As the ultimate "customer" of the feedback sessions, the research team wants to know if the process is useful to you and your company and if not, what the Government can do to make it better.

How long will it take?  10-15 minutes.  The survey consists of 17 questions.  Most questions are multiple choice along with opportunities to add narrative remarks.

Are my responses secure and anonymous?  Yes.

How will the results be used?  The results will be summarized for analysis to determine how the debriefing process can be improved.  The team plans to make the findings available to any federal contracting activity operating under the Federal Acquisition Regulation (FAR) guidelines.  It is anticipated some of the recommendations will be incorporated into agency policies, publications and training materials to assist the federal acquisition workforce in conduction better debriefings.

Will I be able to see or access the research team's findings and report?  While the details have not yet been finalized the team plans to make the information available to all interested parties on or about 1 August 2012 via an amendment or another posting to FedBizOpps.
