This special notice is a notice of intent to negotiate a sole source contract modification with the contractor Wan Smolbag Theatre.  The notice of intent is to issue a modification against existing contract number JF133F09SE4497, for additional services to survey and protect sea turtle nesting beaches in Vanuatu, per the attached Statement of Work.  The contract modification will allow the contractor to perform uninterrupted services currently being performed under said contract.  The proposed contract action is for services, for which the Government intends to solicit and negotiate with only one source under the authority of FAR (Federal Acquisition Regulations) Part 13.  The FAR requires that all contractors or vendors doing business with the Government (and this office) be registered in CCR (Central Contractor Registration) as of October 1, 2003.  After this date, no award can be made unless the contractor or vendor is registered in CCR.  For additional information and to register in CCR, access the following web site: https://www.bpn.gov/ccr/ .  In order to register in CCR and be eligible to receive an award from this office, all offerors must have a DUNS (Data Universal Numbering System) number.  A DUNS number can be obtained free of charge by contacting Dun and Bradstreet on-line at http://www.dnb.com/eupdate or by phone at (800) 333-0505.  All contractors / vendors are also required to complete their on-line representations and certifications at https://orca.bpn.gov/ .
