CDC intends to procure services using simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b).
The anticipated performance period is one year. The associated North American Industrial Classification System (NAICS) code for this procurement is 813920
with a standard size of $14.0 million.
CDC requires the vendor to administer a short survey to all 52 jurisdictions (the 50 states, DC, and New York City) to understand the status of birth certificate and hospital discharge linkages in the United States. Only NAPHSIS has direct relationships with the vital registrars in the state health departments. Birth certificate or administrative hospital discharge data alone is not sufficient to address surveillance of pregnancy conditions, risk behavior, and neonatal outcomes because birth certificate information lacks detailed complication data, hospital discharge information, gestational age and other variables, such as body mass index, gestational weight gain, and smoking. Therefore, linked vital records and hospital discharge data provide the only approach in examining contributions of pregnancy complications to known modifiable risk factors and to monitor national trends.
CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than April 20, 2012 at 1:00 PM Eastern Standard Time (EST).
Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
