The Naval Medical Research Unit No. 6 (NAMRU-6) is looking for a public or private academic institution with a large trajectory of research in infectious and tropical diseases for carrying out the logistics of the studies entitled: "Surveillance for Emerging Viral Respiratory Pathogens in South America", as well as the respiratory component of the study: "Characterization of the infectious causes of acute febrile illness in Latin America".
Both studies are aimed to identify viral causes of influenza like illness. The period of performance is 9 months, in 5 sites located in: Peru (Trujillo), Colombia (Meta and Medellin), Honduras (Tegucigalpa), and Venezuela (Maracay).
It is the intent of NAMRU-6 to award to Universidad Peruana Cayetano Heredia (UPCH). UPCH has a large trajectory of research in infectious and tropical diseases and is credited to be responsible for most of the world - quality research production in the area of health sciences in Peru. UPCH has, over the past 16 years of collaboration and under Contracts: N44852-14-P-0353 (Peru), N44852-15-P1015 (Peru, Colombia, Nicaragua) and N44852-15-P-1029 (Peru, Colombia), built an infrastructure capable of carrying out complicated research studies and has been key in allowing the study to maintain its international sites.
Furthermore UPCH has the appropriate financial, human and technical resources, experience and organizational controls needed to accomplish study aims.
If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Universidad Peruana Cayetano Heredia (UPCH).
This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
