DSAMS
1.0 Description
1.1 The Defense Security Cooperation Agency's (DSCA) is seeking vendors that can provide support for the continued maintenance and enhancement of a very large (60,000 function points) and complex software application known as the Defense Security Assistance Management System (DSAMS). DSAMS is managed and maintained by DSCA on behalf of over 2,500 users in the Army, Navy, Air Force, DSCA and other Defense Agencies.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DSCA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
2.0 Background: DSAMS plays a critical role in the development, management and tracking of the Letter of Offer and Acceptance (LOA), Amendment/Modification of LOAs, Leases, and Pricing and Availability (P&A) documents which are the starting points for the transfer of defense materials, training and services. In addition, DSAMS is used by the MILDEPs and DSCA to develop, manage and track Foreign Military Sales, IMET and Non-IMET Grant Programs.
The current UDS/Forte environment is fully functional and has enabled DSAMS' operational capability since 1998 but is no longer receiving maintenance and engineering support from the vendor including the identification and analysis of potential security threats from using that version.
DSAMS has been maintained for over a decade with a reliable, repeatable process of quarterly maintenance releases using a team of DSCA (Mechanicsburg) and contractor resources to support a very dynamic security cooperation business environment. DSAMS production maintenance and support activities will continue while the technical refreshment from UDS/Forte to a Java environment is simultaneously executed.

4.0 Responses
4.1 Interested parties are requested to read the attached PWS and complete and return the attached RFI sheet.
4.2. Instructions for completion of RFI Questionnaire.
a. Read each item carefully and answer and respond with the requested information.
b. A soft copy attachment is provided for vendors' convenience. Should any of the preexisting language be altered, the preexisting version shall take precedence.
4.3. Email responses
a. Any attachments in addition to the returned RFI Questionnaire shall be in pdf form and no larger than five (5) pages of the standard 8.5" X 11" size.
4.4. Mailed or delivered responses
a. Any additional brochures or informational packets shall be no larger than five (5) pages of the standard 8.5" X 11" size.
4.5. Response Date and Time: Responses are due on 16 June 2017, no later than 2:00 pm EST.

5.0 Industry Discussions
DSCA representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.
