Fifteen days after publication of this notice, the Defense Advanced Research Projects Agency (DARPA) intends to issue a purchase order to Ms. Neva Gartrell in support of the DARPA Chief of Staff (CoS) and Office of Management Operations (OMO) in developing, assessing, characterizing and evaluating DARPA OMO financial operations, programs, processes and procedures. Ms. Neva Gartrell has the unique skills and knowledge of the OMO business processes and procedures to help fill the gap left by retired or departed personnel and train the new Assistant Director, Program Management (ADPM), when hired, in the unique OMO processes and procedures. She is able to provide the insight needed to ensure the DARPA infrastructure and support remains viable during this time of transition. Ms. Gartrell will provide training for OMO personnel and provide guidance and advice to the CoS and the OMO Director in the business operations of DARPA. Ms. Gartrell is uniquely qualified to provide the required services due to her expertise and extensive past experience with DARPA OMO.
