1. INSTRUCTIONS FOR THE PREPARATION AND SUBMISSION OF QUOTES

Failure to submit all documents concurrently and in accordance with these instructions may render a quote unacceptable. The quote and supporting documentation shall be submitted electronically via email to the Contract Specialist, Mr. Abraham Pottenger at [email protected] by the date and time specified on the SF-1449, Block #8.

2. QUOTE AND SUPPORTING DOCUMENTATION EVALUATION

To aid in evaluation, the Offeror's quote shall be practical, specific complete, and logically assembled. The Offeror's quote shall be in a clear, concise format and detailed to demonstrate the Offeror is capable of satisfying the requirement in accordance with this Request for Quote (RFQ). The Offeror's quote shall be valid for 90 days.

2.1. The Offeror's quote shall provide the make and model of the product(s), manufacturer sales literature or other product literature which clearly documents the offered brand name or equal product(s) that meet or exceed the Minimal Essential Characteristics (MECs) identified in Table 1 of this RFQ.

2.2 Offerors offering "equal" product(s) shall provide a matrix which correlates to the MECs identified in Table 1 of this RFQ.

3. QUESTIONS

Questions concerning this RFQ are due no later than 11:00 AM EST on 21 January 2016. Questions shall be submitted to the Contract Specialist, Mr. Abraham Pottenger at [email protected]. The Government will accept only one set of questions per Offeror and questions not submitted electronically via email to the Contract Specialist will not be answered. Answers to the Offerror's questions shall be addressed via an amendment to this RFQ. In the event multiple questions address the same issue, the Government reserves the right to answer a representative question that best exemplifies the issue. No questions will be accepted or addressed after the cutoff date and time listed above

1. Must be a single-tube kit - meaning that both the Reverse Transcription (RT) reaction and the amplification must capable to be done in the same tube.
2. Must be a mix containing both the reverse transcriptase and Platinum taq DNA polymerase.
3. Must be capable of amplifying by RT-PCR targets of up to 3 kb.
4. Must be compatible with real-time PCR assays including SYBR Green and TaqMan.
5. RT must be active at a temperature of 50°C for at least 15 minutes for conformity with existing, validated assays and instruments.
6. RT must be inactivated at 94°C for conformity with existing, validated assays and instruments.
7. Must have minimal lot-to-lot variability compared to existing SuperScript II One-Step RT-PCR with Platinum Taq DNA polymerase lots for conformity with existing, validated assays and instruments.
