The USDA, ARS, LSO intends to solicit and negotiate with one one source Waters Corp., 34 Maple St., Milford, MA 01757. The purchase of a superfluid chromatograph (SFC) is requested to perform analysis of lipid compounds, e.g, fats, sterols, and vitamins, in poultry meat and feed samples. This technology uses safe and inexpensive carbon dioxide in place of the typical organic solvents. Measurements of these compounds are needed to meet the research objectives of the current project. The chromatographic instrument must be designed to use condensed (liquid) carbon dioxide as the mobile phase. The instrument must be provided with an additional pump and mixing tee to accurately blend a few percent of a cosolvent such as ethanol. The instrument must be equipped with an autosampler. The instrument must be provided with a computer system and software to control the instrument, record, and analyze data. The instrument must be provided with a diode array detector to record the ultraviolet spectra of compounds or an evaporative light scattering detector. The instrument must have the capability to interface with other detectors such as a mass spectrometer. The instrument must be provided with an oven capable of holding two columns at temperatures defined by the user. A 12 months warranty must be provided which includes parts and labor expenses. Installation and on-site training is required.

PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. In paragraph B of 52.212-5, the following apply: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-3, 52.225-13, and 52.225-33. In the event the vendor will accept payment via the Government Purchase Card (VISA), the vendor shall annotate on its offer that it will accept the purchase card, and clause 52.232-33 will be superseded by clause 52.232-36.
