USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a contract to International Business Machines (IBM), 6710 Rockledge Drive, Bethesda, MD, 20817-1834 for a single functional unit, on a sole source basis under the authority of FAR 16.505(b)(2)(i)(B).

The High Performance Computing Modernization Program (HPCMP) provides the Department of Defense (DoD) with the most advanced supercomputing technology available. The IBM "Garrison" architecture implements a novel combination of Power 8 processors with NVidia GPU accelerators which is only available from IBM. The HPCMP intends to purchase a single functional unit which will allow the government to port software to the new architecture and test it for larger implementation.

The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 334111, Electronic Computer Manufacturing, with a size standard of 1,000 employees. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, the Government will consider all responsible sources received by the closing date specified in this notice. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Allison Hudson at [email protected]. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00 PM CST, Friday, 19 September 2016.
