PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The United States Secret Service (USSS) intends to negotiate a one-time sole source, fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with Annams Systems Corporation DBA – Sunflower Systems. The USSS intends to negotiate on a sole source basis with Annams Systems Corporation for the continued reporting of motor vehicle fleet data as mandated for Federal agencies to annually report motor vehicle fleet data using the Federal Automotive Statistical Tool (FAST), a web-based reporting tool. The annual Federal Report consists of motor vehicle fleet inventory, cost and use data. This tool is mandated and used to pull motor vehicle statistics allowing users and fleet managers to make better management decisions. The Sunflower FAST Reporting solution automates FAST reports for organizations managing their motor vehicles within Sunflower. Users' record information in Sunflower about their use of vehicles and Sunflower generates an Excel file that users then upload into the GSA FAST reporting system.

This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
