Seattle City Light (City Light) owns and operates Boundary Dam on the Pend-Oreille River in Northeast Washington. In March 2013, FERC issued a 42-year license to City Light. The License Agreement requires City Light to implement numerous stream habitat improvement measures in Sullivan Creek, the largest tributary draining to Boundary Reservoir (142 square miles). Measures to be implemented in the first 10 years include riparian enhancement, dam removal, culvert replacements, bank stabilization, and placement of large woody debris (LWD). City Light is seeking assistance through this RFP for developing and implementing a plan for placement of 2,000 pieces of LWD in the Sullivan Creek Watershed to restore habitat and habitat-forming processes for the benefit of native salmonids and ecosystem function.
