Submarine Skills Training Network (SUBSKILLSNET) - Advanced Electronic Oxygen Generator (AEOG), Valves, Gauges and Spares
NOTICE OF INTENT
Naval Air Warfare Center, Training Systems Division (NAWCTSD) Orlando, intends to issue a contract on a sole source basis under authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one Responsible Source, for valves, gauges and spares for the AEOG Front Panel Simulator. Treadwell Corporation, the manufacturer of the original AEOG front panel simulators, is the only contractor with the unique capability to produce and modify the required components in a cost effective manner. The procurement of the required items from Treadwell is necessary to ensure compatibility with existing hardware and software configurations. Hardware components contained in this action are trainer unique items that are modified by the manufacturer to facilitate modeling software used to operate the trainer and react as an actual tactical generator, thereby meeting form, fit, and function requirements. A Request for Proposal will be issued on or about September 15, 2013 with an anticipated award date of 30 September 2013.
At this time, identified emergent requirements include but are not limited to the following items:

8. Meter, Special - 2 Each
9. 500 Ohm, 4 Each
10. Switch, PB - 4 Each
11. Relay - 4 Each
12. Kates Simulator Assembly - 1 Each
13. Signal Conditioner, 1 Each
14. Simulator, cooling Water - 4 Each
15. Modified Pressure Gauge, 4 - 6 Each
16. Modified Pressure Gauge 3 - 6 Each
17. Modification Gauge Control - 3 Each
18. Blocking Valve - 2 Each
19. Key Valve - 2 Each
20. Meter, Special - 2 Each
For each dissimilar set of integrated hardware, a unique and separate procedure is required to develop and test the system image to be delivered and maintained. For subsequent support of delivered systems, an identical engineering test-bed must be maintained in the lab. When trainer software is updated, updates must be created for each unique test-bed, tested, documented and delivered to the different sites. Therefore, dissimilar hardware is a labor and material cost multiplier. The trainers installed are required to support a tactical system training schedule.
All submarine crews are certified in operation and maintenance of the AEOG prior to getting underway. If crew training and certification is delayed it will impact the tactical system installation schedule which may result in significant additional costs to the Navy due to the delay of the tactical system performance. There is not adequate time to procure and test multiple sets of different hardware prior to the tactical system installation.
Therefore, pursuant to FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements, the Government intends to issue a contract on a sole source basis to Treadwell Corporation. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government.
