The Federal Housing Finance Agency (FHFA)  intends to use an exception to fair opportunity procedures in the acquisition of the Law360 Platform Plan online legal newswire for up to ten (10) FHFA users. The period of performance will be for one year with a one-year option.  

FHFA proposes to negotiate and award a sole source Firm Fixed Price delivery order with Portfolio Media, Inc. (Portfolio Media), a subsidiary of LexisNexis, to procure the online legal newswire Law360 Platform Plan for up to ten (10) users.  The resultant vehicle will be a delivery order against Portfolio Media’s Library of Congress’ indefinite delivery / indefinite quantity (IDIQ) vehicle (Contract No. LCFDL19D0028) using the Federal Library and Information Network (FEDLINK) Direct Express Program.

On August 28, 2019, delivery order 95314319F4006 was awarded to RELX, Inc. on a sole source basis for a subscription-based, legal news service, specifically, access to Law360, which provides essential news and analysis on legal developments, including litigation filings, case settlements, verdicts, compliance and enforcement, regulation, legislation, corporate deals, and other legal and business news with immediate access to court filings and decisions that are available in real time, which is essential to the efficient completion of critical Agency work conducted by the Office of General Counsel (OGC).  FHFA has a need to continue this subscription unique proprietary and technology and exclusive third-party content in topical areas required by OGC such as Government Contracts, Benefits, Cybersecurity & Privacy, Capital Markets, Intellectual Property, Banking, Technology, Real Estate, Fintech, Telecommunications, and other areas, no other Vendor can fulfill this requirement.  The Law360 Platform Plan provides users with access to U.S. sections, including daily newsletters, expert analysis articles, a database of over 1.8 million cases, customized email alerts, and other features.  In addition to receiving daily newsletters, Law360 affords users the capability to search the database and find the latest proprietary news and analysis with court filings in areas that are critical to OGC’s practice. 

This notice is neither a request for quotations nor a solicitation of offers. No formal solicitation package is available.

Interested FEDLINK sources may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient to determine that a comparable source to the Government is available. The Government shall be the sole source of determining Vendor's ability to meet all requirements. The Government will consider all FEDLINK sources expressions of interest received prior to the close of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to compete among FEDLINK sources.
