This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-43 dated 8/02/10.

The Export-Import Bank of the United States intends a sole source award for subscription services to Bloomberg. The Ex-Im Bank's requirement for this service is for a twelve month base period valued at approximately $26,040.00, plus four (4) twelve month option periods.  The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement.

The Export-Import (Ex-Im) Bank of the United States' Research Library has a requirement to purchase a subscription to Bloomberg data, which is received through a sole computer terminal that is leased directly from Bloomberg. It supplies data, news, and analytical tools that are not available elsewhere or in any equivalent combination from other vendors. Bloomberg is used extensively by all sectors of the Bank, including but not limited to CFO/Asset Management, Credit Underwriting, Country Risk, Export Finance, and Small Business. The Bloomberg terminal provides access to crucial data and analysis without which The Bank would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies.

There is no other source that can provide this extensive and unique coverage of financial news, current and historical data, and analysis. Bloomberg's analytical tools allow for measurement of market trends and applicants' equity, debt, credit, and other risk factors.

A Bloomberg subscription provides: Ratings, Bond prices and spreads, Forex prices, Swaps, including CDS, Filtered company lists, Commodity prices, supply and demand, Benchmark/Index rates, Company descriptions, financials, and executive information, Analyst research on companies and industries, and news and transcripts.

There are many other market data providers, providers of ratings, providers of exclusive news, those that offer analytical tools, etc. However, Bloomberg is the only service that aggregates all data into a single source, at a reasonable price.

This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (Aug 2009)); 52.212-4 (Contract Terms and Conditions-Commercial Items (Mar 2009)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2009)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2009)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services.
