The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, has a requirement for a series of journals published by Mary Ann Liebert, Inc. (the full list of required titles is available here: http://www.liebertpub.com/bytype/journals-print-online/714/). The access to these journals must be online and unlimited to approximately 2,100 USU users. The only access site will be the main USU campus in Bethesda, MD. In the past, USU has obtained this requirement directly from Mary Ann Liebert, Inc.

This is a combined synopsis/solicitation for commercial items in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-63, effective December, 10 2012 and Defense Federal Acquisition Regulation Supplement Publication Notice (DFARS) DPN 20121212, effective December 12, 2012.

This requirement is set-aside for small business concerns under North American Industry Classification System (NAICS) Code 519130 Internet Publishing and Broadcasting and Web Search Portals with a Small Business Administration small business size standard of 500 employees.

Offerors interested in responding to this requirement must provide a quote for all the required Mary Ann Liebert, Inc. journals (the full list of required titles available here: http://www.liebertpub.com/bytype/journals-print-online/714/) with online and unlimited access for approximately 2,100 USU users at the main USU campus in Bethesda, MD. A single firm-fixed-price (FFP) purchase order will be awarded.

Minimum Specifications:

Online and unlimited access to all 75 required Mary Ann Liebert, Inc. journals (the full list of required titles available here: http://www.liebertpub.com/bytype/journals-print-online/714/). The USU users must be able to access the journals online; the USU users must be able to access the journals at the time of their convenience; the USU users must be able to access the journals, at times, concurrently on different devices with other users.

Offerors responding to this requirement must provide pricing, at a minimum, for the CLIN as depicted in the CLIN Structure attachment.

Evaluation / Award Detail:

The Government intends to award a single FFP purchase order on the basis of Lowest-Priced Technically-Acceptable (LPTA).

The Government reserves the right to award without discussions.

Late quotes will not be considered. Quote packages should include a cover sheet that provides the following information:

a. Official Company Name
b. Point-of-contact, including name, email address, and phone number
c. DUNS Number;
d. Statement that includes acknowledgement of latest amendment number; and
e. Tax Identification Number (TIN)-TIN may be used by the Government to collect and report on any delinquent amounts arising from contractor's relationship with the Government (31 USC 7701(c)(3)-FAR 13.106-3(e))
