he Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a requirement for the procurement of an online subscription service published by Elsevier B.V. Amsterdam, the Netherlands.   The subscription known as "Compendex" is a bibliographic database of scientific and technical engineering disciplines such as abstracts, citations, etc. from engineering journals and conference proceedings to include a backfile publication known as "Engineering Index Backfile."  The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii) under the Simplified Acquisition Procedures.  The reasons for restricting competition are as follows: Elsevier Science under Elsevier B.V. is the publisher and distributor of Compendex; there are no known distributors.  The subscription to Compendex allows a single source for online access to all Elsevier Science services.   

The NAICS code is 511210 and the business size standard is $38,500.00
